It was agreed to exclude the Press & Public whilst items 24 & 25 are discussed.

791 Chairman's Announcements

The Chairman had attended the following:-

Met with Ernie Davidson re: recycling centre. There is room to extend and Allerdale have asked for a high fence to be erected.

Attended the Mayor of Allerdale’s tour.

Remembrance Day service is at 9.45 on Sunday at Christ Church.

792 Minutes

Minutes of the meeting held on 1 October 2007 were approved by the Town Council and signed as a true record.

793 Police Report

A report was produced by PC Andy Robertson providing details of incidents of crime since the last meeting. PC Yvonne Benson also attended the meeting. Posters have been put around the town re: inconsiderate parking. Operation ‘punctuation’ which has been running in Wigton will be in Silloth re: antisocial behaviour. The ‘Not in Our Neighbourhood’ display has been in the Discovery Centre. KIN survey to be completed and returned to PC Robertson. Pub watch - there have been no more exclusions but 3 warnings. Speed checks in the Crofts have been effective. Mr Butler at Cumbria Highways to be contacted again re: provision of signage. A motor home has been parked on the car park since the summer and it was questioned what the legal situation is. There are 2 people also living rough in the town. Police have contacted the housing association. It was questioned whether the matter should be reported to Social Services. Police will speak to Trevor Gear at Allerdale. Two vehicles have been scratched on Wampool Street.

g) Cumbria Highways - re: Fall on Marine Terrace, Silloth. Copy of letter sent to Mrs Irene Wilson following her fall on Marine Terrace. Highway Inspector will visit the location and appropriate repairs will be carried out.

h) Allerdale Borough Council - Tree Preservation Order No 3 - 2007 - Land at Skinburness Hotel, Skinburness, Silloth. On 1 October 2007, the Council decided to confirm the order. Anyone aggrieved by the decision can challenge it by applying to the High Court.

i) Silloth Open Door Group - Letter of thanks for the grant of £599 towards the hot cupboard and copy of the receipt.

j) Invitation to the Remembrance Day Service on 11 November in Christ Church, Silloth at 9.45am.

k) Cumbria County Council - re: Cumbria Minerals and Waste Development Framework: Regulation 26 Pre-submission consultation on Preferred Options.

l) Allerdale Borough Council - re: Litterbins. Two litterbins are to be sited in front of the Discovery Centre and near the school at a cost of £129 each and will be serviced by Allerdale Borough Council.

m) Allerdale Borough Council - Letter of thanks for allowing the use of the Green for the Parcs scheme.

n) Cumbria County Council - Direct Payments - Article for Newsletter.

o) Cumbria County Council - Information for parents - admission to infant/primary school September 2008.

p) Cumbria County Council - re: Public footpath 253009 around Grune Point. Capita Symonds deal with obstructed footpaths and will survey the above path and contact the landowner about the padlocked gate.

q) West Cumbria Strategic Partnership - ‘Future Generation’ 2007 forum of the West Cumbria Strategic Partnership is taking place on Friday 2 November at Whitehaven Civic Hall from 10.00am to 3.00pm.

r) Standards Board for England - re: Adopting the Code of Conduct for Members.

s) Letter from Mrs Beattie of Blitterlees regarding the condition of the two seats at the Albion corner. Seats have now been painted.

t) Cumbria County Council - re: Uneven pavements, Silloth. Details of proposals to rectify damage to pavements caused by trees on Criffel Street. 5 trees opposite Pine Terrace will be removed and replaced within the grass area. Trees will be pollarded and roots can also be trimmed. Trees that are to be removed will be replaced with White Beam which is a slow growing tree. Tree stump outside 8 Skiddaw Street needs removed. It was questioned whether it is right to remove trees when there is nothing wrong with the actual trees. Cumbria Highways are getting a lot of claims due to tripping. Planning application is currently going around the planning committee.

u) Request from Silloth Football Club for a barrier to be placed on the junior football pitch area to stop pedestrians from damaging the pitch. It was agreed that the Parks Committee will look at the matter.

v) Cumbria County Council - re: Application to delete footpath 253015 at Skinburness from the definitive map of public rights of way for Cumbria. The Councils comments are required by 16 November. It was agreed that a letter be sent objecting to the removal of the footpath from the Definitive Map.

w) Allerdale Borough Council - re: Parking Strategy. Consultation draft of the above strategy. Comments required by 16 November 2007.

x) Email from Mr Jimmy Lettice asking when and if any repair works will be carried out on the road leading to the sports area. Ken to fill the potholes.

y) CALC - Invitation for the Council to send delegates to the AGM of CALC on 10 November at Carlisle Racecourse, Carlisle at 10.30am. It was agreed that the Council would pay for lunch for anyone wishing to attend the AGM.

z) Email from Steve Green of Bowles Green Ltd re: Solway Signage Strategy. It was agreed that Brian Irving to be invited to the next meeting to explain what signage is required.

aa) Letter from Y. Annall about the lack of a footpath outside the Lido entrance at Barracks Bridge. Letter to be passed to Cumbria Highways for their attention.

bb) Letter from Mr & Mrs Arragon requesting that a memorial be sited near the lighthouse on Skinburness Road. There is a vacant site near the Lighthouse already and the Town Council had no objection to a seat being sited here.

cc) Allerdale Borough Council - re: Review of Polling Districts & Polling Places - Electoral Administration Act 2006. Comments requested. Current arrangements are acceptable. Greenrow Meadows had been included within Holme Low Parish but is actually within the Silloth district.

dd) North Allerdale Partnership - re: Project Management Support. Request for contribution of £500 from the Town Council towards the project management cost during 2007-08. Also asking for an increased contribution of £1000 for 2008-09. It was agreed to provide £500 towards 2007-08. The future of NAP is in question and it is not certain that the £1000 for 2008-09 would be required.

ee) North West Air Ambulance - Letter asking from financial support. It was agreed not to make any contribution as the Council already support the Great North Air Ambulance.

ff) Allerdale Borough Council - re: Invitation to Corporate Improvement Plan refresh public meeting. Noted by the Town Council. Allerdale have a lot of ground to make up on partnership working.

gg) Cumbria County Council - re: North Allerdale SIDS Partnership. Invitation to a meeting on 6 November 2007 at the Old Convent, Burnfoot, Wigton at 7.30pm. Cllr. Wilkinson will attend the meeting if he is able.

hh) Skinburness Residents Association - Letter enquiring as to the frequency of cleaning/general maintenance of the bus shelter at the Hotel end of Skinburness Road. The matter has already been dealt with.

797 Payment of Accounts

The Town Council approved the list of cheque payments to 5 November 2007.

798 Christmas Lights

The supply has been paid for to United Utilities and the Stainless steel boxes have been ordered. Once the boxes are obtained the supply can then be sorted. £10,000 was included in the budget for Christmas lighting. It was agreed to use anything left in the budget (after paying for the supply and boxes) for the purchase of additional lighting. It was agreed to delegate it to the Clerk, Cllr. Allison and the Chairman to obtain the best price and order the necessary lighting.

In view of the nature of the business to be transacted it is advisable in the public interest that the public be temporarily excluded and they are instructed to withdraw.

799 Town Council Vacancy

Letter be sent to Sharla Burns to let her know that, as she has not attended a Council meeting for over 6 months and not returned the Declaration of Acceptance of Office or Register of Interest forms, she has ceased to be a member of the Council. Allerdale to be notified of the vacant seat. Letter to Sharla thanking her for her attendance.

800 Update re: Equipment

Trailer has been sold. A price has also been obtained from Armers to trade the flail mower in for a McConnell swing trim hedge cutter. Three quotes to be obtained for consideration by the Town Council at the next meeting.

801 Project Planning Grant - Heritage Lottery Fund

Liz Carlisle from Ruby Tiger Ltd attended the meeting. There is a press embargo re: HLF. £50K project planning grant has been agreed. 4 plans have been done by two consultants. Conservation management plan by Chris Burnett Associates. Interpretation strategy, Audience development plan and training plan by Imagemakers. Will be done in 6 months by March 2008 which is a tight deadline. It was suggested that some decisions be delegated to individuals rather than having to come back to full council all the time. The draft plans will come to the full council for consideration. Stage 1 bid has to be submitted at the end of March 2008. Lottery then have 6 months to decide. Stage 2 is much more detailed with costs, consultations etc. The earliest the project will start is April 2010. Often take 4 or 5 years to do. It will be a 5 year scheme with capital works in the first 3 years and an additional 2 years of revenue works. Project will probably come in at £1.25-£1.5M. Can ask for 75% from the lottery. £375K match funding. £75K from Town Council over 5 years. Match funding should be available from County Council, Allerdale Borough Council etc. Very little is being spent in the area on this type of project. The consultants are coming to Silloth tomorrow. Draft reports will be available in February and the final reports in March. Submission documents by end of March. The consultants are good and should be able to work to the tight deadline. Arts project is happening at the end of November to get views from the public.

Cllr. Jefferson left the meeting.

Due to the time restrictions need to delegate some of the interim decisions to a smaller group. Full Council will get a copy of the draft and full report. It was agreed to delegate to Cllrs. G. Wilkinson, W. Allison, C. Baty, S. Hart and also Mary Hillhouse. Liz will work with the consultants. Liz will be seeking match funding with help from Tom and Mike and will write the bid documents. It is good to see things moving forward.

The contract between the Town Council and the Heritage Lottery Fund in relation to the Project Planning Grant was agreed and signed by the Town Council.
