Minutes of a meeting held on Monday 6 June 2005

Present:- Cllrs. G. Wilkinson, , A.J. Markley, A. Proud, & A. Weightman. Also Wendy Jameson-Brown & Ken Wannop.

078 Appointment of members to committees

At the last meeting Cllr. Allison suggested that Cllr. Wilkinson replace him on committees but as they are both on the Play Equipment & Allotments committee this would leave the committees short on numbers. It was agreed to defer the matter until the next meeting.

079 Chairman's Announcements

The Chairman thanked the Council for appointing him as Chairman. The Chairman has received a number of invitations some of which he has been able to attend. Chairman’s Fund - Agenda item for the next meeting.

080 Minutes

After a minor amendment the Town Council approved the minutes of the Town Council meeting held on 9 May 2005 and the Chairman was authorised to sign them as a true record.

081 Police Report

The Police report detailing incidents of crime since the last meeting was received by the Council and duly noted. A report was also received giving details of the suggested locations for the proposed satellite Police post. It was agreed to discuss this at the next meeting when there would be more Cllrs. present.

There have been no requests from members of the public to speak at the meeting.

083 Correspondence

a) Clerks & Councils Direct - May 2005. Put on circulation.

b) CALC Circular - May 2005. Put on circulation.

c) CALC - Quality Parish & Town Council Scheme - Update (4 May 2005). Put on circulation.

d) Cumbria County Council - Cumbria Minerals and Waste Development Framework. Regulation 25 consultation on the preparation of the Statement of Community Involvement.

e) Cumbria County Council - Information and contact details following the implementation of the New Client Service Directorate.

f) Highways Agency - Highways Agency’s North West Roadworks and Traffic Information leaflet (May-August 2005)

g) Cumbria County Council - Copy of the latest Parish Profile taken from the 2001 Census.

h) Cumbria County Council - Service 60: Skinburness - Silloth. After discussions with users and the operator, it has been agreed that the 11.10 from Silloth-Skinburness and 11.15 Skinburness-Silloth will continue throughout the summer. The 12.10 from Silloth-Skinburness and 12.15 Skinburness-Silloth, and the 15.10 from Silloth-Skinburness and 15.15 Skinburness-Silloth will be withdrawn during June, July & August. These will be reinstated in September.

i) CALC - Agenda for the General Meeting of CALC to be held on 22 June 2005 at Newton Rigg College at 7.30pm

j) Allerdale Borough Council - Proposed Sand Bag Store. Letter has been passed to Mr E. Davidson for him to respond direct.

k) Solway Coast Neighbourhood Forum - Next meeting to be held on Mon 13 June in Allonby Village Hall from 6.45 pm.

l) Letter from Mrs M. Abbot about the poor condition of the pavements on Waver Street due to damage caused by vans, lorries and refuse vehicles etc. The Council support what is said in the letter. Cars parked are the main cause for the problems and it has been suggested that parking bays be created but this would be costly. It was agreed that the matter be discussed with Peter Marr from the Highways Dept.

m) Workington & District Taxi & Private Hire Operators Association - Letter asking for permission to hold a Kiddies Away Day on 16 August 2005. There were no objections to the Kiddies Away Day being held.

n) HSBC - Letter in response to our concerns about the reduction in opening hours and days of Silloth Branch. Letter is self explanatory. It was felt there is very little the Council can do to change things. It was also mentioned that when there is a Bank Holiday Monday, the bank is only open two days during that particular week.

o) Cumbria County Council - Cumbria Minerals and Waste Development Framework. Regulation 26 Notice and Consultation for the pre-submission draft Statement of Community Involvement. Comments by 1 July 2005. Little time allowed for responses. It was agreed that Cllrs. give their individual comments to the Clerk, who would forward them to C.C.C.

p) Letter from W.L. & W. Allan of Lawn Terrace regarding the bin and bushes on the Green. It was agreed to leave things as they are. There is no point in putting a larger bin there, as there are already another 3 bins within yards of this location. It would also be too costly to replant the bushes.

084 Planning Applications

The Town Council have approved the following:-

Erection of garage adjoining house at 47 Skinburness Road, Silloth

Allerdale Borough Council have approved the following:-

Demolition Consent re: Bank View, Golf Terrace, Silloth. The property is in a very poor state of repair. Mr Tinnion has been given the opportunity to rectify the situation but Allerdale have now applied for Demolition Consent which has been granted.

Outline application for 5 dwellings (resubmission of planning approval 2/96/1004) on land at rear of Beaconsfield Terrace, West Silloth

Outline application for residential development (two detached dwellings resubmission to 2/2004/0713) at Blitterlees Farm, Blitterlees, Silloth

Change of use of ground floor room of dwelling to chiropody clinic at 5 Pine Terrace, Silloth

Replacement of existing fixed & tilt & turn upvc windows with white sliding sash UPVC window at Queens Hotel, Park Terrace, Silloth

Listed Building consent for Replacement of existing fixed & tilt & turn upvc windows with white sliding sash UPVC window at Queens Hotel, Park Terrace, Silloth

085 Licences

The Town Council considered the following applications:-

a) Application for the transfer of Justices’ Licence in respect of Skinburness Hotel, Silloth. There were no objections.

b) Application for Street Trading Consent by Allen Gray, Dearham to trade on Criffel Street on Monday 29 August 2005. It is Town Council policy to object to Street Trading Consents by traders from outside the town. Clerk to send a letter of objection.

086 Committee Reports

The minutes of the Allotments Committee meeting held on 19 May 2005 were circulated to the Council. A letter has been received from Mr Donald who would like to take over Mr Longcake’s plot. It was agreed that a meeting of the allotment committee would be held at the beginning of July to go through the waiting list and consider Mr Donald’s request.

Primary School Financial implications due to a decline in numbers which has reduced the budget.

088 Allerdale and County Council Reports

Allerdale No report

County Council - A letter will be coming from the County Council asking for comments on the proposed traffic regulation order review in Allerdale which covers double yellow lines, parking, width and weight restrictions. The Town Council could employ someone to manage parking restrictions which could be self-financing.

089 Handyman's Report

Ken gave a report on the work done since the last meeting. Busy doing general maintenance and grass cutting. Tractor is supposed to be getting delivered in the next two weeks. There was talk about replenishing the Pines at the Town meeting. Rather than paying someone £300 to tell us what needs done, Ken suggested that some new trees be bought and planted at the back end of the year. This was agreed by the Council. Ken to get some prices for new trees or look at whether we can get some trees given.

090 Town Clerk's Report

A request has been received from the Golf Club to use the parking facilities next to the Rugby club and the area towards the bridge on 4 July when the R&A Qualifier event is to be held. There were no objections from the Council but it was agreed that the Rugby Club and Football Club would need to be consulted to check that this does not clash with any events they may have organised. Letters to be sent to the Golf Club and Football and Rugby Clubs.

Solway Firth Partnership Conference is to be held on 22 June 2005 at Easterbrook Hall, Dumfries.

091 Quality Parish Council

The Town Council are already a long way there towards being a Quality Parish and it was agreed that the Town Council needs to apply for Quality Parish Status. The Clerk is currently working towards the Certificate in Local Council Administration and will start looking at what the Council needs to do to qualify as a Quality Parish.

092 Payment of Accounts

The cheque payments to 6 June 2005 were approved for payment.

093 Accounts for the year ended 31 March 2004

The comments on the external auditors certificate were considered by the Council. The Clerk is aware that the formal risk assessment has not yet been done but will endeavour to attend to this in the near future. The Clerk will also put together a written procedure in relation to the Council’s internet banking for consideration and approval at the next meeting.

094 Accounts for the year ended 31 March 2005

The Accounts for the year ended 31 March 2005 were approved by the Council and the Chairman was authorised to sign the Accounts as a true record.

095 Financial Assistance

Silloth Carnival Committee submitted an application for financial assistance to cover its public liability insurance at a cost of £400. It was questioned whether there should be blanket insurance to cover all the events on the Green via Silloth Festivals Ltd. It is also costing £300 for insurance for the Vintage Rally. The committees need to be working together and talking to each other. It was agreed that £400 be provided this year for the Carnival Committee but in future need to look at blanket insurance. Mrs Johnston sent a note to say that the Carnival Committee had received a donation of £500 from an organisation which has been spent on securing a main attraction for Carnival Day and not the £5000 as stated by a member of the Town Council at the last meeting.

096 Insurance

Following a meeting with a representative from Zurich Municipal, the Council gave consideration to having properties owned by the Town Council valued for insurance purposes by an independent surveyor. It was agreed that Thomson Roddick be approached to carry out the valuation.

099 Annual Town Meeting

The Town Council considered various issues raised at the Annual Town Meeting by members of the public. Community Hall - action needs to be taken to promote its use. Derelict properties in the town are being dealt with by Allerdale Borough Council. Trees - there is no budget for the maintenance of trees throughout the County. Several are getting too big and causing damage to pavements etc. It has been suggested that they be removed and replanted with a more sensible tree. Cllr. Wilkinson is to meet with Peter Marr to discuss the options and take up other matters of concern i.e. pot holes etc. Tourist Information Centre - letter to be sent to Allerdale asking that urgent attention be given to providing signage to the TIC now that it has been moved to the Discovery Centre. Leaves - Letter to be sent to Allerdale requesting that the pavements be kept clear of leaves during the winter months. Road sweeper - continues to visit the town on the wrong days when cars are parked up and therefore has very little benefit. Comments were also made about the lack of reports from Cllrs. in the Annual Town Report and also the lack of Cllrs. at the Town Meeting.

100 Circus Visit

The draft agreement for the Circus visit in August was agreed by the Town Council and it was also agreed that a rent of £150 per day be charged plus expenses i.e. water, electric and installation of a stand pipe.
