493 Minutes

The minutes of the meetings held on 2 October 2006 were approved by the Town Council and signed by the Chairman as a true record.

494 Police Report

To be dealt with later in the meeting when Police arrive.

495 Adjournment of Meeting

The meeting was adjourned briefly to allow Mr Baker to speak about a problem with a smell coming from the sewers which is affecting businesses along Criffel Street and the surrounding area. Cllr. Markley declared an interest. Letters to be written to Allerdale, Caltech and United Utilities asking them to investigate the matter.

496 Review of Clerk’s Salary

Cllr. Jefferson is waiting to speak to Guy Richardson from CALC. It was agreed to increase the Clerk’s salary by half of the proposed increase for the current year, backdated to April 2006, until further information is obtained from Guy Richardson

m) Cumbria Highways - re: Back Lanes. Plan of the town centre showing the adopted back lanes.

n) Solway Firth Partnership - Conference will be taking place on 20 November 2006 at the lakes Court Hotel, Carlisle.

o) Derwent & Solway Housing Association - re: Back Lanes & Footpaths. Site plan showing roads and footpaths etc in ownership of the Housing Association.

p) Remembrance Day Service - Invitation to attend the service of Remembrance on 12 November. Assembly will be at Christ Church at 9.45 am.

q) Allerdale Borough Council - re: Sandbag store and the cleaning of public conveniences. Mike Faulkner is responsible for sandbag provision. No objections to the redundant ladies convenience being used for this purpose. Allerdale would like to be in a position whereby the Town Council could clean and carry out minor repairs to the public conveniences. Details of the proposed criteria for consideration by the Council.

r) Solway Community Technology College - re: Further Education courses. Letter in reply to our query why the school does not host FE courses. Reply was noted.

s) Cumbria County Council - Government Reform of Registration of Births & Deaths. Details of the proposals to be considered by the Council’s Cabinet on 28 November. Town Council’s views and comments requested by 18 November. These changes are countrywide and not just confined to Cumbria. Appointments system is currently operated. Appointments will still be arranged and maybe even in people’s homes. There will be no real change to the system currently available.

t) Letter from Mr Jimmy Lettice objecting to the proposed building of 70 homes/houses on land at Solway Lido. Dealt with later in the Agenda.

u) Letter from Colin Baty asking for the Council’s support for the Football Club’s bid to acquire goalposts for the adult and junior pitches. Cllr. I. Baty declared an interest. The Council agreed to support the application.

v) Allerdale Borough Council - PARCS scheme 2006. Letter of thanks for allowing the use of the Green for this years PARCS scheme and asking if the Council would be willing to fund additional sessions next year. The Council agreed to fund an additional two sessions, as in previous years.

w) Letter from Mr B.S. Thackeray on behalf of residents of Barracks Bridge who are concerned about the number of serious accidents on Barracks Bridge corner. Cllr. Markley declared an interest. The matter needs to be taken seriously. Loads need to be more securely fastened. Rubbish and debris is also falling out of skips and blowing off wagons. Concerns were also raised about the condition of some of the vehicles - no lights and no number plates etc. Letters to be written to Police, Harrisons and Mr Thackeray.

x) Draft Cumbria Wind Energy Supplementary Planning Document. Comments required by 8 December 2006. The extreme sensitivity of the AONB and its role in the future promotion of tourism is extremely important. AONB is therefore particularly sensitive to the siting of wind farms. Council’s comments to be returned.

498 Planning Applications

The Town Council have approved the following:-

* Demolition and clearance of existing building and construction of 10 x 3 bed roomed terraced single family dwellings with car parking at the Old Railway Station, Silloth

* Conservation area consent for existing building on site and general clearance at the Old Railway Station, Silloth

* Single storey conservatory/rear porch at 146 Skinburness Road, Silloth

* Proposed detached dwelling at 57 Moricambe Park, Skinburness

* Extension to existing dwelling to provide additional living accommodation and attached garage at Maxwell House, Blitterlees.

* Replacement of upper floor windows to front elevation at 10 Criffel Street, Silloth

* Demolition and clearance of existing building and construction of 10 x 3 bed roomed terraced single family dwellings with car parking at the Old Railway Station, Silloth (amendment)

* Erection of 5 dwellings at 11a West Silloth Motors, Silloth

Allerdale Borough Council have approved the following:-
* Single storey extension to 31 Waver Street, Silloth

* Single storey conservatory/rear porch at 146 Skinburness Road, Silloth

* Certificate of lawfulness for use as a residential home - Chichester Hall Residential Home, Dick Trod Lane, Skinburness

Notification from Allerdale Borough Council that an appeal has been made against a Listed Building Enforcement Notice relating to a ‘Breach of listed building control’. Site: East Cote Cottage, East Cote, Skinburness, Silloth. Contravention of Listed Building Control: Unauthorised erection of a conservatory. Cllr. Markley declared an interest.

The Town Council considered the following planning applications:-

Ref No: 2/2006/1013 Applicant: Sam Hagan (UK) Ltd Proposal: Change of use to residential mobile home site Location: Land at Silloth Lido, Silloth

Ref No: 2/2006/1113 Applicant: Sam Hagan (UK) Ltd Proposal: Change of use to residential mobile home site (amended layout) Location: Land adjacent to Silloth Lido, Silloth.

The infrastructure is inadequate and the site is on a flood plain. Sewerage facilities can’t cope with the present demand and another 70 mobile homes will only aggravate the problem. Water and sewerage are the main cause for objections. Not enough space for 70 homes in this location. Cllr. C. Baty and R.W. Allison declared an interest. It was agreed to object to the application. The Town Council cannot support any further development on this site until the sewerage and drainage is sorted out.

Primary School Nothing to report.

Joint Advisory Committee Recruiting a replacement for an educational officer.

Silloth Tourist Action Group No report.

Silloth Regeneration Partnership Trying to drive project forward for the Green. Received £8000 Awards for All grant. NWDA set aside £20K. Waiting for the ok.

North Allerdale Partnership Not at the last meeting.

Silloth Health Matters No report.

Sea Dyke Charity Cllr. Markley attended his 1st meeting and found out that his grandfather was a founder member. £3000 was given to the Convalescent Home.

Longcake Education Trust No report.

502 Allerdale and County Council Reports

Allendale - Cllr. Jefferson appeared before the Scrutiny Committee 10 days ago and spoke for 2 hours. Victoria is finished and has been criticised. It was a good, open, informative meeting. Debbie Kier got promoted and was exonerated. It was questioned why Allerdale lost 4 market towns in Allerdale regeneration. Project was stolen and money went to another project. The matter is ongoing.

County Council - SIDS (Speed Indication Device Scheme) meeting is to be held on Monday 27 November 2006. Cllrs. Burns, Markley, Jefferson, Wannop and C. Baty to attend the meeting. Forum meeting to be held on 29 January to discuss the Community Travel Plan. White paper is being discussed at County Council.

503 Handyman's Report

Nothing much to report. Grass cutting is finished. Going to start on cutting bushes but need a pole saw. It was agreed that a pole saw be obtained. Two seat are missing off the seafront. It was agreed to write to Allerdale to ask for the seats to be replaced.

504 Town Clerk's Report

SIDS meeting on Monday evening. Also there is to be a VAT inspection on Tuesday.

505 Payment of Accounts

The Town Council approved the list of cheque payments to 6 November 2006.

506 Applications for financial assistance

The Town council considered the request from the Solway Woodcarvers and Woodsculpture group for financial assistance. Rather than provide a financial grant, it was agreed to allow the group to use the Community Hall free of charge for their weekly meeting until the end of the financial year.

507 Budget 2007/08

Suggested items for inclusion in the Budget for 2007/08.

a) Replacement of 3 missing seats on the Promenade and repairs to those between RNLI and Dock entrance. Also replace seat on seafront opposite 68 Skinburness Road. Promenade is a busy area and needs extra seating. Letter to Allerdale initially. Costings to be obtained.

b) Renewal of Playing Field equipment - meeting of play equipment committee to be held.

c) Renewal of Bouncy Castle - need more information.

508 Purchase of Folding Tables

The Town Council agreed to purchasing folding tables for use in the Community Hall at a cost of £102. Can purchase a table for £51 which normally costs £97 each.

509 Remembrance Day Service

The service will be on 12 November. The Chairman will be attending along with students and crew of HMS Biter. The invitation is open to all Town Councillors. Cllrs. Burns, Jefferson and Wilkinson will be attending.

510 Memorial

10 December will mark 50 years since four firemen/lifeboat crew lost their lives on Skinburness marsh. In discussion with Peter Long and Stephen Henderson, it is felt the date should be marked in some form. Cllr. Wilkinson ahs mentioned this to Jean re: the church as the date falls on a Sunday and is awaiting further details from the fire service as the men were on duty. Also spoken to Eddie Studholme RNLI. It was agreed that the Church should be asked to make that a special day to commemorate the 50 years.

511 Police Report

Police have received the key to the Fire Station. There was a stream of people at the Open Surgery which is to be held 2-4 pm on a Monday afternoon. There is to be a special Police operation in Silloth this weekend, to clamp down on speeding and disorderly behaviour. Ken Warwick has offered to look after the SID (Speed Indication Device) at Blitterlees. Age Concern are doing a Community Development Project and looking to do surgery’s too. PC Robertson apologised for being late - due to fireworks and detaining someone. On 20 October, two windows were broken and damage done to three car wing mirrors. Police are appealing for witnesses. PC Robertson has spoken to Brian Thackeray and Stan Rothery (Traffic Management Officer) regarding the accidents on Barracks Bridge corner and will be looking at the safety measures that are needed. There are also problems with debris falling from skips and the general condition of vehicles. Letters to be sent to Chief Superintendent and Stan Rothery.

512 Silloth Sunday Market

With reference to a recent article in the Solway Buzz regarding the use of the Green for market stalls it was questioned, if the market were to be allowed on the Green would the Town Council collect the rent from those stalls attending. The question is not really relevant as the Council do not want stalls on the Green.

513 Christmas Lights

It was questioned whether there was any update with regard to the Christmas Lights?

The Town Council have budgeted for £5000 for the supply of feeder pillars. Cllr. Allison reported that prices are being obtained and aiming for something on 8 December but can’t promise anything. United Utilities are trying to sort it. It depends on where the existing supply is to determine where the feeder pillars can be located. It will probably be an ongoing thing. More money to be included in next years budget.

514 Pedestrian Crossing

There has been a request for a pedestrian crossing at the entrance to the Crofts, over the bridge. Letter to be sent to Andrew Butler of Cumbria Highways at Maryport.

In view of the nature of the business to be transacted it is advisable in the public interest that the public be temporarily excluded and they are instructed to withdraw.

516 Cleaning of Public Conveniences

The Town Council agreed in principle to the proposals but would need a price from Allerdale Borough Council for taking over the cleaning of the public conveniences in Silloth.
