It was agreed to discuss items 28 & 29 on the Agenda at the end of the meeting after the Press and Public have been excluded.

669 Chairman's Announcements

The Chairman had attended the following:-

Opening of CDC centre

Allerdale mayor’s celebratory dinner

Also received an invitation to the official opening of the Solway Community Sports Hall on Thursday 17 May 2007 at 12.00. The invitation is open to all the Council. It was suggested that the invitation should have been open to the community as a lot of people have given their time to get the building up and running. It was agreed that a letter be written to Colin Campbell to ask for an explanation about the use of the building etc. A representative needs to be on the management committee.

670 Minutes

The minutes of the meeting held on 2 April 2007 were approved by the Town Council and signed by the Chairman as a true record.

There had been no requests from members of the public to raise any matters in the meeting.

h) Department of Constitutional Affairs - Letter to draw attention to concerns that have arisen re: unstable or dangerous memorials in public cemeteries.

i) Allerdale Borough Council - Tree Preservation Order No. 2 - 2007 re: Land at Skinburness Hotel, Skinburness, Silloth. The order is made to replace the existing Tree Preservation Order No. 1/2000 which is revoked by the Revocation Order No. 1 - 2007.

j) Allerdale Local Committee Grant Award - The grants panel decided not to provide funding towards the Christmas Lights project as they felt that it should be funded through the Town Council.

k) Department of Communities and Local Government - Department has issued the Local Authorities (Model Code of Conduct) Order 2007. Copy of the revised model code of conduct for members of local authorities.

l) Soldiers in Silloth - Letter of thanks from the Soldiers in Silloth group for the contribution of £1000 towards the launch of the project.

m) Silloth Regeneration Partnership - Letter of thanks for the cheque for £900 towards regeneration projects in Silloth.

n) Allerdale Borough Council - re: Missing street name plates. Various name plates are to be installed:- Greenrow, Derwent Terrace, Waver Court, Esk Street and Links Road leading to Bridge View.

o) Silloth Open Door Group - Letter of thanks for the donation of £500. Receipt will be sent as soon as the equipment has been purchased.

p) Standards Board for England - New Code of Conduct for members came into force on 3 May 2007. Parish Councils will have until 1 October 2007 to adopt the revised Code.

q) Letter from Mr Baker regarding the problems of flooding at the allotments which needs further investigation. Letter has been sent to Mr Stanwix. The drain may have been damaged when United Utilities put an electric cable in to the substation.

r) Letter from Mrs Murdoch asking for permission to plant a tree in memory of her husband. It was agreed that a tree could be planted but that the family should liase with Ken as to location etc.

s) Consultation on a new parish charter between Cumbria County Council, Allerdale Borough Council and Allerdale Town/Parish Councils and Parish Meetings. Copy of the draft parish charter for consideration. Comments to be submitted by 13 June 2007. Consultation meeting to be held on 31 May 2007 at Allerdale House, Workington. It would be good to have a charter for Parish Councils but it was questioned whether it would involve more work. Cllrs. to give their individual comments to the Clerk for submission.

t) Cumbria Highways Survey - March 2007. Comments to be given to the Clerk.

u) West Cumbria Strategic Partnership - Copy of the draft Strategy. Comments to be submitted by 11 May 2007. Short timescale. The report did not include as much of North Allerdale as it should. Silloth is not part of West Cumbria but is in North Cumbria.

v) Skinburness Residents Association - re: removal of rocks from coastal footpath. It was agreed that the letter be forwarded to Mike Faulkner at Allerdale Borough Council, as this is not the responsibility of the Town Council.

w) Letter from Silloth Rotary Club asking permission to hold the Kite Festival on the Green on Saturday 28th and Sunday 29th July. Public liability insurance enclosed. It was agreed to grant permission for the event.

x) CALC - Consultation on Unitary Cumbria proposal. Observations to be submitted by 22 June 2007. It was agreed to leave it for the County and Borough Council’s to make their recommendations.

y) Cumbria Highways - Reply from Cumbria Highways in response to concerns raised by Skinburness Residents Association in relation to flooding and potholes etc.

z) Letter from Mr Darren Wilson asking for permission to place a bouncy slide on the Green. Raynor Fletcher and Blakes already have bouncy castles on the Green, therefore it was agreed that permission not be granted to Mr Wilson.

aa) Workshop for green space managers - Details of workshops to be held in June and July. It was agreed that no action be taken.

bb) Allerdale Borough Council - re: Dog control orders (Procedure) Regulations 2006. Allerdale Borough Council are intending to make a Dog Control order which excludes dogs from certain enclosed play areas. Comments requested on the proposal. The Town Council acknowledge the need to have the Eden Street Play area and the Paddling Pool included in the order but request that it be extended to include the sports pitches etc at the Eden Street recreation grounds.

cc) Skinburness Residents Association - re: Condition of bus shelter at Skinburness & lack of rubbish/dog poop bins along the coastal walk from 219 Skinburness Road towards the Grune. Ken to have a look at the condition of the bus shelter. Letter to be sent to Allerdale regarding the lack of bins.

dd) Workington & District Taxi & Private Hire Operators Association - Request for permission to use the Green for another “Kiddies Away Day” on 14 August 2007. It was agreed to grant permission for the event.

ee) Silloth Festivals Ltd - Letter to acknowledge receipt of cheque for £1800 and request to use the Green for the 2007 Music & Beer Festival. It was agreed to grant permission for the event.

ff) Silloth Primary School - Letter expressing concerns about the state of the grounds to the side of 7 Pine Terrace and also wishing to ascertain the ownership of School Lane. Details of ownership of the land to be obtained from Land Registry.

673 Police Report

A police report had been sent and apologies received from PC Robertson and PCSO Noblet. PC Yvonne Benson attended the meeting. There were reports of two Polish guys selling pictures door to door whom some people found intimidating. Cllr. Snaith asked for it be recorded that she found the guy who came to her door extremely pleasant and a good artist. The street drinking ban signs have been ordered. Feedback following the use of the SID has been good. There has been a complaint from a resident about kids on the Green with bottles.

674 Planning Applications

The Town Council have approved the following:-

* Demolition & clearance of existing buildings and construction of 10 x 3 bedroom terraced single family dwellings with one car parking (resubmission) at The Old Station, Silloth.

* Erection of part single and two storey extension and erection of detached single storey garage at 46 Skinburness Road, Silloth.

Cumbria County Council have approved the following:-

* Erection of a traditionally constructed single storey pitched roof children’s centre with associated landscaping. Accommodation briefly comprises child and adult rooms together with associated toilets, offices and circulation spaces at Silloth Primary School, Liddell Street, Silloth.

Notification from Allerdale Borough Council that:-

* Appeal has been made against the refusal to grant Listed Building Consent for ‘Installation of Mock Sash timber window frames to front elevation (retrospective)’ at 4 Marine Terrace, Silloth.

* Copy of the Tree Preservation Order No 3 - 2007 and accompanying notice in relation to land at Skinburness Hotel, Skinburness, Silloth. The order is made to replace the existing Tree Preservation Order No 2 -2007 which is revoked. Copy of the Revocation Order No 2 2007 also enclosed.

677 Reports from Representatives on outside Bodies

Primary School Junior school has just bought a new minibus. Looking to start tidying up the front of the school over the summer holidays with tarmac and drainage work to be done. Plans for the new Children’s Centre has been passed by the Town Council and the County Council which will incorporate a breakfast and evening club. It was questioned what happened to plans for the Childcare Centre.

Joint Advisory Committee No report.

Silloth Tourist Action Group No report.

Silloth Regeneration Partnership Minutes of the last meeting were with the Agenda. Next meeting is tomorrow night.

North Allerdale Partnership Things are moving on now that Mike and Denise are involved. Hopefully there will be a plan put together by the end of the year. Money to be spent by March. Meeting next week.

Sea Dyke Charity Nothing to report.

Silloth Health Matters Nothing actively going on at the moment. Article is being put in the Buzz re: education opportunities for mums and dads.

Longcake Education Trust Report has been received for the Town Report. Cheques continue to be distributed to the schools.

Solway Community Technology College Lengthy meetings take place. School policies are under review. A lot of changes taking place re: admin staff. New financial manager now in place. Pupil numbers are down for September with a lot of kids going to Nelson Thomlinson school. Strain on teachers due to illness and OFSTED inspection which will be taking place. Results are up on the whole since Suzie has been there.

678 Allerdale and County Council Reports

Allerdale - Cllr. Snaith - Allerdale is still there and Cllr. Snaith has been re- elected as a Cllr. It is time that Cllrs. took the authority back from the officers. Looking to see how the executive control the officers. No party with overall power in Allerdale.

County Council - Cllr. Markley - White Paper meeting re: Community Board. Meeting taking place on 31 May at Rosley. Community Board will still be an important part, even if the County Council doesn’t take over as unitary authority. This is a pilot. Decisions to be made from the bottom up. There will be 16 people on the board from towns and parishes. Cllrs. Markley and Jefferson will be going to the meeting but anyone is welcome to attend. Mrs Wood has been in touch re: broken ankle when she fell on the pavement outside St. Andrew’s Hall. Paving stones outside Cllr. Snaith’s shop are raised and a trip hazard. Money has been allocated to do work to the pavements.

679 Handyman's Report

Nothing much to report. Work has started being done at Allonby. Been twice to cut the fine area and once to cut the rough area. Also gained a small job cutting grass at Christ Church. New tractor is great.

680 Town Clerk's Report

Nothing to report, although still awaiting some reports from Cllrs. for the Annual Town Report.

681 Cheque Signatories

It was agreed to leave the cheque signatories as they are with Cllrs. Wilkinson, Markley and Snaith authorised to sign cheques.

682 Annual subscriptions

Cumbria Playing Fields Association - It was agreed to pay the affiliation fees 2007/08 at a cost of £27.00

683 Applications for financial assistance

The Town Council considered applications for financial assistance received from the following:-

a) Silloth Football Club - It was agreed to provide funding of £500 and suggest they also apply to the Neighbourhood Forum. Next Neighbourhood Forum meeting is on 11 June at Allonby.

b) Solway Wood Carvers - It was agreed to allow the group to continue using the Community Hall for their weekly meeting at no charge, until March 2008.

684 Payment of Accounts

The list of cheque payments were approved by the Town Council for payment.

685 Accounts for the Year Ended 31 March 2007

Accounts for the year ended 31 March 2007 were approved and the Chairman was authorised to sign them as a true record. A review of the Internal audit procedures was carried out which were felt to be satisfactory. It was agreed to carry out a review of the Council’s Financial Regulations which would be considered at a future meeting. The Chairman signed the Statement of Accounts and Statement of Assurance on the Annual Return for the year ended 31 March 2007.

686 Events on the Green

Comments have been made about the number of vehicles parked on the Green when the Craft Fair was held. Have been asked why cars are parked on the Green when we won‘t allow the market. The cars belong to the exhibitors and are there for security and for loading and unloading etc. Cars will take up parking spaces which are need by the public. The market is not wanted on the Green.

687 Allonby Contract

Cllr. Markley has been in touch with Allerdale regarding the finances. He has spoken to the Mayor at Allonby. £3000 has been allocated for grass cutting and will be happy to have grass cutting done up to that amount if necessary. Allonby wants the Town Council to do the work. There may also be an opportunity to do grounds maintenance work at Abbeytown but they need to decide what they want done.
