l) Cumbria County Council - re: Speed Indication Devices. Looking to get the scheme up and running from 11 February. Need 10 Parish Councils to commit to the scheme by forwarding a cheque for £299. Next meeting is on 16 January in the Community Hall at 7.30pm.

m) Silloth Rugby Club - Junior section. Letter from Jimmy Lettice. Funding has been obtained to relaunch the junior section and therefore the application to Town Council has been withdrawn.

n) Allerdale Borough Council - re: odour complaints from Caltech. Update on progress. Ongoing discussions are taking place. Larger pump is being installed over Christmas break to provide better control of the dosing of the treatment tanks. Additional equipment is also being installed in the form of carbon filters, to help with emissions to air.

o) Local Works - re: Sustainable Communities Bill. Details of the various stages the Bill must go through and what action can be taken.

p) Allerdale Borough Council - Town & Country Planning Regulations 2004. Council has submitted its Statement of Community Involvement to Secretary of State and comments are requested from the Town Council by 23 January 2007. On Circulation round the Council. Cllrs. to reply personally.

q) CALC - Local Government White Paper - Interim Position Paper. The Executive Committee would like to hear the views of the Council on the Interim Position Statement. A meeting for CALC member councils is to be held on 3 February at 10.30am at Newton Rigg College. Copy of the Agenda and booking form also received. No-one will be attending the meeting.

r) Cumbria Highways - re: Dropped Kerbs. Normally resolve the problem by painting a white line across the disabled access or writing “KEEP CLEAR”. Request for details of the problem areas to enable the installation of markings. Cllr. Wilkinson dealing with it. Meeting at 2pm on 24 Jan 2007.

s) Email from D. Whitfield of West Silloth, asking that a bin be sited at the entrance to the football field at West Silloth to resolve the litter problem. Council agreed to place a bin. Clerk to reply to Mr Whitfield.

t) West Silloth Rape Crisis. Letter to explain the work of the group and asking for financial support. It was agreed that no funding be provided from the Town Council.

u) Voluntary Action Cumbria are currently reviewing the way that they involve members. Forms to complete to choose whether to receive information from VAC on areas of activity or support their work by becoming a member of VAC. Cllr. Wilkinson dealing with the matter.

v) Allerdale Borough Council - Site Inspection - 2/2006/1013 - Change of use to residential mobile home site, Land at Silloth Lido and 2/2006/1113 - Change of use to residential mobile home site, Land adjacent to Silloth Lido. Chairman or nominated representative will be allowed to attend and address Members of the Panel at the site visit which is to take place on Wednesday 17 January at 10.50am. Representative to meet them on site. Cllr. Wilkinson to attend.

w) Allonby Parish Council - re: Grounds Maintenance. Allonby Parish Council would be pleased if we could submit an estimate for grass cutting in Allonby and would like to arrange a convenient time to discuss what is required. Cllr. Wilkinson and Ken to meet with the Parish Council. Awaiting a meeting date.

The Town Council have approved the following:-

* Change of use to residential mobile home site on land adj. to Silloth Lido, Silloth (additional information)

* Proposed siting of portacabin for use as office for taxi business and parking of two private hire vehicles at Unit 1, Station Road Ind Est, Silloth

* Change of use to residential mobile home site on land at Silloth Lido (amendment)

* Change of use to residential mobile home site on land adjacent to Silloth Lido (amendment)

Allerdale Borough Council have approved the following:-

* Replacement of upper floor’s windows to front elevation at 10 Criffel Street, Silloth

* Erection of 5 dwellings at 11A West Silloth Motors, Silloth

Allerdale Borough Council have refused the following:-

* Extension to existing dwelling to provide additional living accommodation at Maxwell House, Blitterlees, Silloth.

569 Reports from Representatives on outside Bodies

Primary School Report on the official opening of the new extension by Cllr. Markley. Border TV were present etc. Letter of thanks to be sent to the school from Cllrs. Markley and Wilkinson.

Joint Advisory Committee Update by Cllr. Jefferson. Brian Irving is off work awaiting operation. Everything okay.

Silloth Tourist Action Group No report.

Silloth Regeneration Partnership Update on present position. Meeting Liz Carlisle and Heritage Lottery.

North Allerdale Partnership No meeting.

Silloth Health Matters No report.

Sea Dyke Charity No meeting.

570 Allerdale and County Council Reports

Allerdale - Allerdale is fighting to survive the takeover by the County Council.

County Council - Unitary Government - possibly split into four areas for the first few years. Budget discussions are ongoing.

Work ongoing.

572 Town Clerk's Report

573 Payment of Accounts

The Town Council approved the list of cheque payments to 15 January 2007.

574 Applications for financial assistance

The Town council received the following requests for financial assistance:-

a) Silloth RUFC - To be considered next month.

575 Estimates

Estimate received from J. Johnstone was agreed for the refurbishment of the seats on the Promenade between the Lifeboat Station and Dock entrance, on the grounds were any others asked to tender.

576 Street Drinking Ban

Ken to replace the sign at the toilets. Clerk to find out who is responsible for replacing the missing signs from Eden Street and Petteril Street.

577 Damaged footpath outside 36 Waver Street

This work is still outstanding, when they stated in April 2006 an order had been placed for the work to be carried out. Cllr.Wilkinson to see Peter Marr on 24 January at 2pm.

578 Missing road signs and renewal of road markings

What happened to the review and renewal of missing road signs and road markings which was promised in September 2005. Cllr. Wilkinson to ask Peter Marr on 24 January at 2pm.

579 Missing street name plates

Letter to be sent to ask Allerdale Borough Council what the position is regarding the missing signs which were notified to the authority in October 2005. Also they stated a sign had been ordered for Bridge View to be placed at the entrance to Links Close in June 2006. Clerk to write and chase up with Allerdale.

In view of the nature of the business to be transacted it is advisable in the public interest that the public be temporarily excluded and they are instructed to withdraw.

580 Grounds Maintenance Trainee

New Grounds Maintenance Trainee is a good lad. Review to come from Newton Rigg. If okay, then the Town Council will give a full contract.

581 Clerk’s wages for 2006/07

We seek clarification off CALC and wish CALC to address this Town Council. Meeting to be arranged with Guy Richardson.
